I don't know if there's a way to get it for free, but it's the best BR out there right now.

I probably do not think that pubg steam version will become free. however, there are 2 versions of other pubg which are free. One is PUBG Mobile which is playable on Mobile and PC(Through emulator)
And another one is PUBG Lite which is on beta and FREE. with good optimization so choice is yours

There's a pc free version of pubg called PUBG lite, it is in beta and have a size of 2,4gb i'm playing it with friends and it's funny.
