Minecraft and generally JVMs (what spigot uses to run) require single thread performance.
Depending on the player base and plugins you can start from lower tier hosting and move on to something more expensive (i.e a dedicated server with an i7-7700k)

I would suggest a CPU with a high clock speed, and a lot of ram. SSD is optional but it's great if you have one. Don't think it'll be great on a Pi.

If you want a good server for minecraft, you can rent a server with very-game.
After, on your own computer, take the server on SSD (M2 if it's possible) for good performance

As the minecraft server core does not use very well threads you need to look for a processor with high frequency, concidering 512m of Ram Per player and a SSD for storage

minecraft server run on anything you can just hook up a 2004 pentium 3 and it will run no problem only thing is that you need to keep an eye out for Ddos but other than that no problem
