Can a Minecraft server work without x-ray prohibition?

I've been thinking about making a Minecraft server in which using x-ray is completely allowed. For this, a custom world generator would be necessary, this in order to make generate so much, that using an x-ray mod or launcher ends up representing little or none advantage over those who don't.

Do you know any server which explicitly allows x-ray software?

Don't see why you'd want to allow that, but suit yourself.

If you were to do this, I'd recommend making a dedicated resource world where ore spawn rates are significantly higher and constant per chunk if you're trying to have the x-ray provide little to no advantage.

I've never heard of a server that openly allows X-Ray to be used, but the servers I used to manage and a handful of others aren't too strict about it as there are countermeasures to prevent it from being used in the first place.

thats a pretty cool idea, but a hard one to execute

1.8-1.9 versions had the custom world generator, now you can use MCEdit. The only server i know that allows x-ray is 2b2t, other than small servers like games within friends of course.
