Denied Option for base users to upload Prifile Covers?

I do understand that the 'Upload Cover Photo' option on your profile is a feature to encourage users to upgrade their accounts, but it would be nice to be able to use that feature without doing so. It gives profiles a more complete look and I have seen there are still lots of other options for upgraded accounts.

Features that are created for upgraded users will not change to free features. Unfortunately if you'd like to use this you will need to upgrade.
