Admin Control Panel -> Appearance -> Import a Language ->

1. Import from uploaded file: Select the file to import.
   
2. Overwrite language: select the language you want overwrite or to import the phrases. If this is your first import, select Secondary Language (no primary).
   
3. Press import button
