Gamebreaking LoL Problem

So i've been unable to play since patch 4.9 Dropped to the live servers.
My issue being when attempting to download any patches etc, my download runs perfectly well for a while at 800kb-1.5MB a second(my usual speed) Then drops down to 0KBps and stops doing anything.
I've tried literally everything in order to rectify this issue, Uninstalling any and all antivirus, restarting router/modem and PC, Reinstalling LoL. Deleting specific files from RADS in order to force a repatch and finally updating all internet drivers and windows updates.
Nothing has changed, i've been through Riot support with no answers as well as all over the ' Help & Support ' forums and nothing came up aside from people with the same issue and no reply.
Please help me, i'd love to play this game again!
