You add the other Person as a Friend, then you go to his profile and send him a trade offer. Then you can give him Items from your Inventory. Just keep in mind when you trade a skin it cant be traded for 7 days. Thats a Tradelock.
offer trade. make sure both use steam mobile authenticator to remove tradelock of 7days. A plus if both accounts are active. but inactive accounts may be imposed trade lock regardless of authenticator.
