Can you get operators in Warzone without buying the campaign?

Im new to warzone, and I want to play characters like Ghost and Krueger, but it says that you need the campaign. Is there another way to get the operators?

There are bundles you can buy in warzone that have skins and characters

You can buy characters in the store but they cost money unless you have cod points from the free battle pass tiers
