Which character do you think has the best overall character development?

I've been getting into Beastars lately and I'm really enjoying the care with which the characters were made and developed, so I was wondering what other characters in anime people think have really good character arcs.

I think Lelouch from Code Geass had an incredible character development which was executed perfectly. The last few episode were so good.

I cannot stress this enough but Naruto has the best character development in the Shippuden series.
