I do not recommend doing darkrp. Why? Because I know you will be another "custom | 40+ jobs | need admins" server. And if you will be not, you will need a lot to keep your sanity. This is not an attack, but in my opinion there is too much darkrp servers that slap a lot of addons and think their server is cool. If you want to make rp server it's ok ish, my recommendation would be learning lua and trying to make something from ground up.

Not to mention you will need to put some money into it. Even if you use leaks, you will still need to find server provider and pay for that server. Also if you want to make server, here is my little recommendation, buy linux vps and use that, simply to put it, even thou there is much more initial stuff you need to do, it still gives you more control over what you do, than you get on those "gaming" hostings.

You need unique ideas, custom addons - don't go crazy with rules especially these days in DarkRP - connect with other players so they feel like it's their go-to server and it's not like the other servers they join where their voice or ideas are shutdown - have a decent staff team that don't abuse - run community events for the players - and don't overload the server with bought addons.

yeah sever player base is crucial, take your time to build it up

If you have a lot of money then open it, why? Because a good server needs advertising and payment of rent.
