VCMOD would already been a priority, it's mostly required nowadays on servers.

F4 Menu, HUD. Maybe somesort of Robbery System.

Police Radio system too

Buy the outside stuff (the stuff that the community will see) rather then the admin stuff first. Because you want people to like your server for the design and addons in it all that other shit can come later

Server Guard, GProtect, f4 menu, HUD, Awarn3, Then addons like Zeros Methlab and Ch bitminers

I'd buy myself a feast of KFC chicken wings and fries, tastes good
