It depends. Currently, I'm using Code. Is not the lightweight as Notepad++ or Sublime, but it keeps things simple enough, but if you're looking for simplicity go w/ Sublime3. It is straightforward and fully customizable.

Visual Studio Code is the best free IDE for web development imo. But I think there is not that much of a difference between VSC and Atom for example.

I mainly use PhpStorm and WebStorm but you have to purchase a license in order to use them.

sublime 3 is my preferred choice but it's all a matter of personal preference.
