My server is lagging

Hi, I have a dedicated server with i9-9900K, 128 GB RAM and NVMe SSD on which I have a Minecraft server. This is a Vanilla server with a few plugins. I don't want to limit the spawn rate of entities in any way, but at the same time I want the server to stick to 20 TPS. What should I do to make the server run at 20 TPS? I think your network makes the problem

may be ur network issue reallyu have a high resources
