html or php?

HTML is used for structuration (So you can put everythings in block and stylizing them with CSS), it's stand for Hyper Text Markup Language.

PHP is a programming language who can have algorithms, logics and can retrieve datas from database.

Both are complementary, so none is better than the other one.

cxu is correct. Though for a programming language I'd probably stray away from PHP as a server language and use something like Python and it can be used for far more things

If you want to work with PHP basicly you need to use HTML so yeh, start up with learning que basics of html and then PHP :p

No way to work with php without knowledge of html.

So for an absolute beginner to all of this, just learning the basics. Would you reccomend python or html? or something else?

You have to know html to work with php. So start up with learning html then choose a programming language

I appreciate your answer that is correct they are two totally different things PHP interacts with the server while HTML is just here for the front end.
