What are the most common high-traffic, low conversion niches?

I have a SEO master, SMM panel API's, and a large budget.

I want to start a blog or forum or something where people come, they dont do much, but they atleast hit the site and visit, maybe read an article.

I want to stay away from adult content, but this would be delivering some of the best exploit kit payload on the market
