u should define what low budget means, cause if its like 100€ go for some older Nikon DSLR, if its around 400€ go for a Fuji!

just for hols i've been using the fuji x100v, really rate it for ease

Depending on your use you should take a phone, google pixel are the most abordable and looking at Magic edition you can make great photos and videos + you will use your phone everyday anyway so it is a good purchase overtime

Lumix G85, cheap (used) (I got it for 250$), very good stabilizer and 4k 30fps, 25fps and 24 fps, but bad autofocus
