How can I make my avatar .gif and it will play always :D , is it about my account type ? i mean rank or smth...

I added .gif and its like jpg :D

The actual file has to be a gif. You can't just make a .jpg a gif. That's not how it works

Actual file is already .gif :D but its not playing :D

You can upload any types of avatars as long as they are supported. Your rank doesn't matter.
If your .gif doesn't work, try another one or re-upload the one you want to use.
