Note moderator

Plugin similar like modnotice, but here we have 3 type of notes:

• Normal
  
• Information
  
• Warn
  

Each moderator can add no limit note to postand can menage them.
Mod notice made 2 query to database to each post (if post have note), this plugin mage one query for page.
