Don't buy a prebuilt, build your own.
The parts are cheaper, and there's plenty of guides from popular youtubers that demonstrate how to assemble them.

I 5 6600K ~230 Eur
Z170 Mainboard Gigabyte ~ 95 Eur
Samsung 128 GB SSD (for Windows and most important programs) ~ 85 Eur (U can take a normal HDD for 40 Eur too)
GTX 1070 480-600 Eur (perfect performance)
Sharkoon PC casing in 4 color for around 40 Eur (has everything u need)
Sharkoon 600 Watt (semi modular) power adapter ~60 Eur (40 Eur for less Watt, but i recommend 600)
Be Quiet (one of the cpu tower cooler) ~30-40 Eur (u can use the standart one too for no less money)
8 GB DDR4 ~ 60-70 Eur (depends on brand)
~1110 Eur

Most of this is what I have in my PC and it works with every game on ultra for example Witcher 3, Ark Survival Evolved and stuff. Minecraft with Shaders too :DD
This is my super awesome and unique signature!

Well, it also depends what you want to do. Do you want to stream and game? i7. If you're just an avid gamer, i5 shall do you fine.

I'm not sure if you're including a monitor in the costs, but I've had a great gaming experience with borderless monitors (Acers in particular) ~$150

What do you plan to use it for mainly?
