What are you asking exactly? Are you trying to get a hosting provider to host a forums like Nulled?

Hosting ... you looking for free or paid hostings? and what do you mean (That you will make it looks like nbb) copying this theme or trying to can caus you a ban or something like that.

I mean ripping nulleds theme will most deffinitely lead in a ban. Don't know how you got that from what he said? I think he meant a board forum LIKE Nulled, not one that looked like Nulled.
