With 3k you should invest into cloudmining, or bought some radeon r9

I would suggest that you look into hashflare.io instead of gettng your own rig as the power consumption alone will take out most of that budget over time

For $1500 you can buy the ant miner S9 which pulls in $500 a month revenue. It's an ASIC miner and takes 1500 Watts.

Get a bunch of AMD redions they are cheap and greatly efficiant

Depends on what you are ok with and what you are mining. If you're mining Bitcoin buy an AntMiner S9 and a PSU. Its kind of cheap if your budget is 3k. Return of investment depends on price of power ofc is about 5 months ish! have fun!
