It is both WET and DRY. For something to be able to be wet, it has to be able to be dry.

I'd say it depends in which state the H2O molecules iare in, if they're frozen it's ice, and ice is (from my expirience) dry.
But if you mean water as in specifically the liquid state of H20, then yes, it is indeed wet.

No. something becomes wet when water gets on it and if its possible to dry, but water cannot get on water and water cannot be dried, so water is not wet

But water is always wet. And water molecules are always on top of other water molecules.

Water isnt wet because the term wet is used to describe things that have touched or came in contact with water

Water is touching water, the molecules are touching one another, thus making them wet/damp/moist
