You will have to start off with steamcmd, from there locate the server id of any game that doesnt require a purchased copy. I recommend that you read up on steamcmd commands as well as the game you are interested in making a server for.
Not to mention will your internet or hardware support said computer.
If not then you will need a virtual private server or dedicated machine, VPS is the cheapest route where as I pay 124$? For a dedicated machine.

If you run it from a personal computer or PC just keep in mind if its not a strong PC, it may not handle multiple players on it and the player base wouldnt like lagging and unreliable server to play on.

first off get a few players willing to be active then get some addons

I suggest buying a host such as, Crident Networks, Hexane Networks, Serenity Servers or Nitrous Networks! You can then head over to Gmodstore or use this to get loads of different scripts to add to your server and go from there.

Get a dedicated server because if you run it from a PC it will slowly ruin it!

I understand why there are those who say using your own PC to host it is good, it can save you a lot of money. However long-term it wont work. If you're starting a Community and you think it has a chance at actually being something big, then you need to invest some money in a good host, I fully suggest Crident Networks they are a fantastic host with amazing support in their Discord. When it comes to getting scripts, I'm sure you can find some useful if not all you need here, just always be careful!
