If he didn't give a shit then the site would be gone long ago due to Franchise shutting down so.

Like I said there are several hosting services that can help you avoid DMCA.

He could even have switched to Tor if things were that bad. Its not like hes hosting the content anyway so view LF on tor then download shit on the clearnet, easy.
