PayPal work on these terms so sooner or later they empty your account and close it.
It's how they make money back from the people who go neg and don't have a card.

I've also had this happen to me in the past. I now try to stick to only Bitcoin as much as I can, and keep a very low balance on PayPal which is for sites that only accept PayPal. In the future I hope more and more vendors start accepting Bitcoin so that we can completely dump PayPal.
