I think the best plugins are PermissionsEx, Essentials, WorldEdit and If you are going to make survival server then I recommend SilkSpawners.

I just can prove what Chromix said:

PermissionsEx
EssentialsX
A factions plugin
Worldedit (to build stuff)
A punishment plugin (litebans is awesome)

LuckyPerms (permission system)
EssentialsX (base)
EssentialsChat (chat formating)
AAC or NoCheatPlus (Anti Cheat)
Factions
MaxBans (for mutes,kick,bans)

so for permision i recomend ultraperms its an eassy ingame gui to manage them

All the standard is Essentials, PermissionsEx, WorldEdit

Please code the plugins by yourself and learn coding, trust me, otherwise your server will never be famous
