Better walking simulator?

I recommend police simulator 2018 because you play the role of a policeman and guard the city while providing entertainment.

Well, ArmA 2 OA & ArmA 3, DayZ (don't) and Survive the Nights (also don't) are the first to come to my mind. IMO, choose ArmA 3 or even Squad if you'd like to get right into the action.
