SteamRep reputation checker

Hey guys,

this is my first self writtenaddon in a completly new programming language for me: "LUA".
I am a fan of SteamRep wich is a 3rd party platform for steam player reputations and gives the possibility to see and commit reports of e.g. frauds.
I've used the public SteamRep API for the requests and implemented it in the code with following features:

- Get SteamRep Information if a new player connects
- Manually requests with console command: "steamrep help"
