Or is it better to collect a budget system?
But say the characteristics.

Just build a supercomputer fam, that should be able to run minecraft at just 60 fps

I don't know about collecting but anything with a GTX 1070 inside it is a good bet

I'd personally wait a little longer since a) The prices for graphics cards are ridiculously high right now and b) Nvidia will release their new generation somewhere this year.

Depends what specs you want, if you want pretty high I'd recommend you build yourself by purchasing parts of Ebay etc...
