Owners just need to act as an overseer to the server and not try and micromanage everything that happens and let the players organise some stuff on their own.

You just need to wait a couple of days, Try adding new and unique stuff to the server, Give aways now and then so people will get free stuff. Maybe Free VIP to attract players...

For my early stages of my server I just handed out VIP to who ever wanted it.
