how i learned was by looking at open source code and just reading through it. though, i guess it depends on the type of person you are.

Youtube has a lot of free tutorials and some good explanations of how PHP works - and you can learn how other platforms can work with PHP at the same time

I learned by doing my own projects, first I started with plain html und css. After that I want a register/login and want more and more features on my site. So I started googeling and try & error.
So I guess the best part is try & error when you have a goal to success

This may seem like a really dumb answer but for new people to php http://www.learn-php.org/ is actually not too bad.
I learned php via videos and looking at open source projects and figuring out what does what.
