is there any reason why movie production didnt use 60fps in whole movie?

I think it's because that's the minimum rate at which your eyes perceive it properly as a movie, any less you would notice it stuttering. So I guess it's just to save extra rendering time?

If it's something animated, its to save costs, even if its not animated its probably in some fashion to save costs.
