Well it's a really vague question as none of us know what games you play already.

Specify your normally played games & then i could suggest some after.

Ya, not sure what games you have already played or what your into.

But here are a few of my suggestions:

Inside
Limbo
Fallout series
Metro series
Hearts of Iron IV
Frostpunk

Just a few great games to mention! Hope you find what your looking for.

Civilization 5 or 6. You can spend hours and hours on that game its mental.

Or hearts of iron 4 like exploit suggested, one of my favorite games to this day.

As someone that has around 4000 hours on Civ5, I think it is way superior to Civ6. Civ6's AI os really really bad, in Civ5 it is also bad but you can install mods that make the AI smarter. Civ6 has also some ridiculous bugs, some that I have experienced myself. The only reason to play Civ6 is the newer update which introduces climate change and natural disasters. But wait, the new EULA that came with that update basically makes the game spyware.

And also, Civilization games overall are not exactly inexpensive. You have to buy the games plus the DLCs if you want to have the best experience. If you're willing to buy one even after acknowledging that fact, buy Civ5 it is one of the best, if not the best Civ game, I highly recommend it.

I'm with you on that. They always have like a bundle going on with civ 5 and all the dlc. Wasnt that expensive for me.

Hyper Light Drifter by Heart Machine is a work of art imo if you're into pixel-art RPG's. Tight combat/movement and very mysterious but moving story! You can grab that for $25 on Steam I think.
Domina's a fun gladiator management game where you both play as a the ruler and the individual gladiators in a cool pixel-art graphics style. That ones pretty cheap too.

Honestly worst comes to worst if you're just trying to find a cheap game to enjoy check out websites like G2A or Kinguin and buy some super cheap Steam codes there. Cheers

Try Yakuza 0, althought it has little in common with the titles you listed it's genuine fun and there's a lot of stuff to do there. Also the story is compelling and kicking butts is really enjoyable.
