Best plugins Minecraft?

Probably React, a good coded plugin. I prefer it using on all my servers, not that popular, but very good.

Feather board is the best side voared plugin for server configs

There are a few core plugins, without them some server wouldn't exist. These are Essentials (or EssentialsX), Worldedit (maybe VoxelSniper), Vault, ProtocolLib (this is just a library, but also it can be a really powerful developertool), MultiverseCore (the addons are also great, like MultiversePortals, MultiverseNetherPortals, etc...) and Skript.
For survival servers I would recommend Craftbook and MyPet, both are insanely good plugins.

Just code your plugins itself, when you cant code use plugins like Essentials, SHub2.0 and PermissionsEx

My favourite plugin is PermissionsEx and Essentials, all good thinks were made with those plugins.
