"Fear is my only courage" probably means that he lives selfishly ... or maybe not. Maybe he shares the fear of those he loves the most. If his daughter fears something, he is afraid of what harm may come to his daughter.
It's hard to imagine fear being separate from courage. Courage is standing against what you fear most.
