Start with getting devs to test out your server. When you feel it is free to open it for the public, do so, but I would recommend adding the addons first.

DarkRP is a bit of an investment really. You would need a server which can handle traffic and data. So RAM and shit. You would need to find leaks with NO BACKDOORS so I suggest you either use money on buying addons from the gmodstore or you can download them from here and LEARN TO FIND BACKDOORS. As people who say they have no backdoors usually can have. And one more tip found 5 backdoors in an addon just recently so if you find one don't give up. Comb the addons or else you will be fucked.

Next you would want is staff and shit, honestly good luck. It's an heavy investment so you should get some friends to join and pay as well.

You should not make a server if:
* You are less than 14 years old.
* You want to put the plugins "like this server", that is, copy.

Okay you really dont want any leaks on your server because it can cause some corruptions (SOMETIMES) but leaks can work sometimes as well.
Also you want to have a pretty trendy topic that will attract people with a steam group/dicord/ and website that is pretty nice.
