[For 1.8] How to add a Notice or a Message at the top of the forums

Cool share although it may be cool to add other styles to the banners.

and btw the code is kinda broken it appears too long on the screen longer than the forum theme

It's basic CSS for the designing of it. Look up tutorials and find ways to fix it yourself :rly: :nerdy:
