Mining at a level of 11 give you a chance of 0.1%

Dig to the 5th layer of the world and dig a 16x16x16 cube. Now you got between 0 and 20 diamonds

Besides diamonds that may be obtained from chests in dungeons or the village blacksmith, below Y:12 is great place to start digging. Crevices are good place to reach a lower Y level without digging too much but patience is essentially the most important part.
