Not only do you also have to provide an IMEI number to Google support when you call them (in the US) but they also ship in around a week while they process everything. This is from my past experience with Google support.

We can use a middleman if you're so untrusted, this applies for everyone! We can use Aoki.

From both my experience, as well as others on a competitive forum no phone has been reported as stolen or blacklisted.
You can use a reship, and there are people who do empty boxing as well, this is only available in the US atm. -
