I remember living in WA in 2009 and could score bushy stuff from margaret river at 200$/oz and more wonky/powerful weed for around 300$.
Some of the most potent bud I have ever had.
Nz wasn't too bad in terms of quality (considered it was all outdoors beside the stuff in Auckland), but maybe prices too high considered the wages.
Cambodia had the best weed for the money (one step above thai sticks, still nothing compared to what you can get in a coffee shop in dam), on par with Mexico.
Mexico had probably the strangest situation with weed being basically decriminalized up to 5g (yet police would incarcerate you if they could smell gringo money) and yet the scars of the drug war made buying weed somehow dangerous.
Also, places like the chiapas region had basically a weed draught, while in oaxaca you could score all sorts of hash (prices were around a dollar or so per gram).

Where I live now (south of italy), you can only score hash all year round and weed right before and after xmas (all outdoor). Hash costs 3eur/g when bought in 100g chunks. Weed goes from 7 to 12 up to 15 eur in some parts up north.

Best balance between price and quality among the "developed" countries definitely goes to britain, where you could easily score a quarter for 50 (used to be a lot cheaper :( ). Quality was always primo and in years I only had 2 bog/shitty scores.
