In order to keep a game alive you need to add new content, this isnt just rebalancing or skins, its also new characters, maps, events and gameplay changes that help the game feel alive and fresh while bringing players who were bored of the game back.
Old characters become obsolete because of new content, but are later brought back by buffs to then become obsolete again due to new content, and so is the cycle of any game that has updates in order to stay alive.
