I don't think the Valve we knew and loved will release the Half Life 3 game we all waited for and wanted. Eventually, Valve as a corporation will have to release a Half Life 3 because its value will be too much to ignore and the original founders will want to cash out and retire: i.e. Star Wars getting corporatized by the Disney machine.
