Is there any possible way of lowing ping for the server that are being host in vps

Is there a way of lowing ping for garry's mod server being host in vps (debain digital ocean) or just move the ip to closer
to specific area. for instance like moving the ip closer to the area that are closer to the player that i would like them to join.
