I would second what Kamilowskyy has said. Making a video game is a super involved process so it depends on how involved you want to get. For a basic 2D game you could probably get away with using something like game maker or Godot, etc. for a 3D game I would recommend Unity or Unreal Engine 4. Both have marketplaces where you can find some pre-built game systems as well which can substantially make the process of making a game easier. I would recommend starting very small and try to make something simple. Its very easy to want to make something grand and elaborate like an MMO or an RPG to start with but, the more you learn you will realize these are extremly difficult to build as one person and require many months to years of work to accomplish.
