Wearing masks for people not used to it just encourages them to fiddle with their mask with their dirty hands, thus wasting the protection they would get from wearing it. Another point would be the governors that know what population is the most at risk, and then making mandates outside of legislation that demand those people not be protected by insisting potentially or actually infected people be allowed in their midst. At least 3 Democrat governors did this.
