How can i get more users ?

First, try to write your own script that will interest your audience. For example, you have an idea, its implementation on other servers is either missing or bad. Then with your mod you can make your server unique.
Secondly, promote your server on YouTube. Just pay youtubers to organize a couple of streams and videos, then it will come online to your server. But be sure to check before this if the advertising for other servers from this youtuber was effective.
Third, find people who will support online servers (friends, acquaintances, etc.), because no one wants to play on an empty server.
