IP is used for reference, not as the identifying piece of information for personal identity. No matter if IPs change per each session or not, it's still in usage logs, which allows to find who owns steam and correlated paypal identity, which then can be used to inquiry about identity details.

These type of lawsuits are quite annoying to handle, but has been done before. If it's worth to start or not will depend on the damaged revenue.
