I suppose we all should be able to tell them from the truth. Regarding the general discussion. I don't think that governments reacted too slow, but that some people didn't take enough precaution. You don't have to isolate yourself, but always take risk vs. reward into account. And you can meet friends in safe ways - even have a couch gaming session if you are careful.
However what the governments did depends on your government. I can jsut talk about mine here.
