Is singed proxy still strong?

The movement speed buffs for champs, that leave the base, made it difficult to proxy that close to the enemy base.
You can still proxy between T1 and T2 if you have good jungle vision and your lane enemy cannot keep up with you. If you have a laner with too much gap closers, CC or slow, then you need the safety of your turret and the support from your jungler.
