The correct answer is it depends. Windows and Linux are both great operating systems. In terms of gaming linux is better with resource management. Because Linux is better at resource management you will typically see higher FPS on certain games even with windows compatibility layers especially on lower end hardware. Linux gaming has evolved over the years. 5 years ago Linux gaming seemed like a gimmick, now Linux gaming seems like a great choice. I have a dual boot setup with windows 10 and Xubuntu. With Xubuntu I get higher FPS even on higherend hardware because Xubuntu doesn't use as much resources as windows 10. However, not all games work with Linux. Games like Rust or Apex Legends don't work with Linux because of their anti cheat systems.

If you have a low end system try linux distros like Xubuntu or Linux Mint. You will see an improvement in FPS.

I personally like Windows XP, but 7 is my favorite. I don't think it's a good idea to run an outdated operating system because Windows 7 security updates are no longer available which means your computer is vulnerable to common attacks. Windows XP's security updates were stopped in 2014. There are a lot of exploits with Windows 7 and XP compared to Windows 10 or Linux.

I don't understand why Microsoft stopped updating Windows 7. Windows 7 was a stable and lightweight operating system. Granted Windows 10 does have more DirectX features, but Windows 7 is still a modern OS.
